Victorian Energy Upgrades (VEU), formerly known as the Victorian Energy Efficiency Target (VEET), is the state’s flagship energy saver rebate program that aims to abate 6.5 million tons of CO2 emissions by 2020 through energy upgrades. That’s equivalent to taking 1.5 million cars off the road.

The rebate scheme is aimed at making energy upgrades like switching from old lights to energy-efficient LED lights affordable and easy for Victorian businesses and households.

Halogen downlights have three major drawbacks vis-a-vis efficiency and the cost to run a house:

  1. The energy cost to
    run the bulb
  2. Air leakage from downlight fitting
  3. Insulation is required within the building regulations to minimise the risk of fires.

The comparison is based on a case study carried out by Sustainability Victoria. The OGA (on-ground assessment) study shows the proportion of total replacement costs and the proportion of total potential greenhouse gases (GHGs) savings.

The most cost-effective measures for greenhouse gas abatement are the lighting, clothes washer, water heating, and heating upgrades. Upgrades to dishwashers, clothes dryers and cooling are the least cost-effective upgrades.

How the incentive will be calculated?

The incentive total depends on:

  • Nature of the upgrade (quantity of energy total savings)
  • Value of the VEECs at the time.
  • Portion of the value that the installation company decides to pass through to the
    consumer.

Here is an example of the upgrade of 36W T8 linear fluoro luminaires, 50W halogen downlights and 400W metal halides high bays replaced with their LED counterparts at a commercial establishment.

Lights that produce warmer yellow colors are best suited for spaces like bedrooms and nap rooms.

How much do LED lights cost per hour?

Let’s assume you are paying an electricity tariff of 10 cents per kilowatt-hour. Leaving an LED bulb of 10 watts on for an hour will cost you 0.1 cents per hour.

Can LED lights go dimmer overtime?

Yes. All bulbs lose brightness as they reach near the end of life. LEDs have the longest lifespan — the average life of an LED bulb is 50,000 hours.

Generally, LEDs lose brightness sooner if low-quality internal parts like LED diode arrays and capacitors are used in the bulb unit.

While incandescent, halogen, and fluorescent go totally dark when they reach the end of the rated life LEDs, on the contrary, LEDs lose just 30% of the light output when they reach the end of the rated life. This stage is called the L70 life of LED bulbs.
